There’s no doubt that a character creation bug like this is extremely frustrating as you’ll want to get right into the experience.

Unfortunately, at this current time, there’s no actual ‘fix’ you can employ to get around the unable to create character issue, as it’s on the developer side.

This is due to the fact that this error is occurring because servers are essentially not working correctly and for some reason, is limiting character creation.

What we would recommend is that you try all of the servers available, even if you don’t plan on playing it, and hope you’re able to get into the character creation process.

Then, you will be able to utilize the server transfer system to port your character to the server you do want to play on when everything calms down.

Another thing to note here is that some servers do have character creation locked so ensure you’re not trying to access one of these as you’ll simply be out of luck.

The official Throne And Liberty X account has posted that the devs have acknowledged the issue and are working on it but no end date on when a fix will be live.
